MASTER PLAN

Given that the existing Master Plan reexamination was done in 2017, you as a CMP Commissioner will be mandated to undertake a new Master Plan or reexamination by 2027.

  • What is the process you would like to see and how do you anticipate involving the Community?
  • What do you think are the key items that should be addressed in the next ten year Master Plan?
  • Would you anticipate the following issues being addressed in the Master Plan and what is your position on these issues?
  • Sea Level Changes and new NJ DEP regulations (and implications for CMP zoning)
  • State Fair Housing Regulations
  • Public electric vehicle charging stations (with potential added revenue to the Borough)
  • Off Shore Wind (support for, or opposition to including through funds to the county)
  • How to best maintain the historical character of Cape May Point
  • Opportunities for efficiency gains through shared services with neighboring communities
  • The need for an updated Traffic Plan (to include among other things, traffic calming, one-way streets, parking)
  • Access to public restrooms at the beach entrances
  • Additional playground facilities on the Point


LAKE LILY**

  • What are your ideas/plans for restoring and maintaining Lake Lily? Concerns have been expressed regarding the following Lake Lily issues. What is your position on the issues listed below?
  • Overgrowth of vegetation in the Lake and on the island.
  • What Borough entity is responsible for Lake Lily and what are the sources of funding?
  • Borough awareness of widespread dissatisfaction of the Point’s homeowners regarding the appearance of Lake Lily.
  • Borough transparency regarding maintenance of Lake Lily and Improved communication regarding possible corrective actions and/or actions that are in place or have been considered.
  • The current routine maintenance as it relates to the Lake or the property surrounding the Lake.
  • In regard to storm water management, the amount of runoff Lake Lily can handle is diminishing as our lake becomes more shallow. The ability of the lake to handle a certain amount of water is important to our storm management and mitigation.
  • Would you consider working as partners with local community groups such as the Friends of Lake Lily, the Civic Club and the Cape May Point Taxpayers’ Association to create and execute an initiative to correct the issues at Lake Lily?

TRASH SERVICE**

  • Do you feel the current trash service is meeting expectations as they relate to the following.
  • Mixing of recyclables and trash.
  • Requirement for new cans when lift does not appear to be used
  • Changes to Bulk Trash pick-up – limited items being picked up as compared to prior service and length of time it takes to complete the pickup.


INFRASTRUCTURE & SAFETY

  • Please address the following infrastructure issues including long term capital management.
  • Need for Public Works facilities renovations.
  • Are there plans to renovate Borough Hall and is information currently available on the proposed renovation?
  • Replacement of bright white LED Street Lights.
  • Repair of West Lake sprinklers.
  • Repair of pavilion electrical outlets.
  • Damage on Lighthouse Ave due to recent development.
  • Need/requirement for a new fire truck.
  • Do you feel the entrances to Cape May Point could be enhanced? If so, how? What effect will the new bike lanes on Sunset Blvd have on our entrances?
  • How would you address storm water issues including those with respect to Lake Lily (above)?

The borough has 2 significant storm water management systems. One of them is the sub-basin that encompasses Lake Lily. Storm water drains into the lake and eventually discharges into the Delaware Bay via a county pipeline parallel to Sunset Blvd.  The pump station (1992) designed to reduce excessive rainfall and more importantly to drain prior to a hurricane had issues this year. Should we be relooking at a drainage system installed over 20 years ago?


  • How would you address the following safety issues?
  • Bike safety in Cape May Point with priority to Lighthouse Avenue.
  • Would you support repaving of Sunset with addition of a bike lane?
  • Is there an ordinance/code that addresses the setback of vegetation allowing for a safe line of site? If so, how is this enforced?
  • Access to life preservers on each beach.


BOROUGH OPERATIONS**

  • Do you believe that there should be more transparency and public input between Borough officials and the community? What changes would you propose to create the type of environment where the homeowners feel their input is valued?  We specifically highlight the following as examples:
  • The closure of the trash yard.
  • The building of the gazebo at Lake Lily.
  • The public works expansion.
  • The recent sale of Borough property on Pearl Avenue.
  • The Tree Ordinance


  • What is your position on sponsoring in-depth topic-specific public meetings to provide more detail on specific issues, for example Lake Lily or the Tree Ordinance?
  • What changes can you envision that would give nonresident homeowners an increased voice in community affairs? Many non-resident homeowners feel that without the right to vote in local elections they have no representation. Has any consideration been given to a different form of government where nonresident representation is an option?
  • What is your position on the current Tree Ordinance? Are there any modifications that you would support? How do you feel about the process used to adopt this ordinance? How do you propose the Borough make public the accounting associated with this new ordinance?
  • What is your position on Commissioners returning to an in-person meeting which would also include zoom capabilities?
  • What is the Borough’s primary mechanism for code enforcement other than building code enforcement? Would you propose any changes?


GENERAL/MISCELLANEOUS

  • What can the Borough do to facilitate community access to a place to get coffee, ice cream, etc. Are you aware of any plans for the re-opening of the Red Store
  • What is the status of the business licenses in Cape May Point and are they transferable?
  • Cape May Point Science Center
  • Does the CMP Science Center have an impact on Borough finances and if so, what is the impact?
  • What is your position on developing a parking plan for the Science Center when large events or Galas are held?
  • Is there a reason that the Science Center cannot use the open area in the back for parking?


MOVING FORWARD

  • What are the top 3 issues you see facing Cape May Point and how do you plan on addressing them?
  • What do you hope to accomplish in the next 4 years?
